中新经纬6月2日电 (薛宇飞)6月1日,北京、上海两地同时进行了大规模的土地竞拍。截至当日,两地此次挂牌出让的大部分地块均顺利完成出让,合计收金逼近千亿元人民币。从参与土拍的地产开发企业类型看,央企、国企、区域城投等“国家队”仍为参与主力,华润置地、中建、招商蛇口斩获颇丰。

机构认为,北京、上海的土地出让结果基本符合市场预期,一定程度上表明开发商对两地疫情后的市场复苏前景持看好态度。

收金千亿 热门地块受热捧

据悉,北京此轮共计两天的土拍系该市2022年的第二轮土地拍卖。从出让的地块看,不乏较受市场关注的优质土地。

整体看,北京二轮土拍共计挂牌出让17宗住宅用地,最终成交14宗。其中,7宗底价成交、7宗溢价成交,总建筑规模144.7万平方米,成交总金额499.575亿元,平均溢价率5.45%。

“从具体结果来看,北京二批次土拍表现稳健,符合预期,单一地块分化态势明显,地块位置及利润率仍为房企拿地核心依据。”北京链家研究院高级分析师岳微对中新经纬分析道。

成交的地块中,位于丰台区的亚林西地块颇受关注。该地块处于北京南三环内,周边区域过往已经打造了多个中高端住宅项目,当前在售二手住房挂牌价较高。但是,由于亚林西地块体量较大,起拍价就高达74.7亿元,让不少开发商望而却步。最终,在5月31日的土拍中,仅有华润置地一家开发商参与竞拍,并以底价将其收入囊中。

6月1日的土拍中,朝阳区太阳宫板块地块是最大热点。该地块的政府指导价约为13万元/平方米,附近有朝阳区为数不多的优质学区,加之区域好、周边高端楼盘林立,吸引了十余家房企参与竞拍。竞拍中,该地块在快速达到66.81亿元的总价上限、政府产权比例10%的最高上限后,进行了现场摇号。最终,中建玖合幸运中签。计算可得,该地块的溢价率约为15%,成交楼面价约为8.8万元/平方米。

上海在复工首日举行的今年首轮土拍,也是亮点颇多。整体看,此次共集中挂牌了36宗住宅用地,有20宗成功出让。其中,4宗土地进入到现场竞拍环节,16宗以底价完成出让,合计揽金495.78亿元,与北京旗鼓相当。

具体看,4宗进入现场竞拍环节的地块中,有3宗报价达到中止价后进入到一次报价阶段。

较受关注的地块是徐汇区斜土街道地块,该地块周边已集中了不少高价楼盘,竞拍中,保利和象屿组成的联合体不及招商蛇口、香港置地及徐汇城投构成的组合,后者以总价约47.33亿元、成交楼板价约8.6万元/平方米、溢价率约9.6%成功摘地。

从总价看,上海普陀区的两个地块分获第一、二位。普陀区长风社区地块被宸嘉发展和惠州奥林匹克置业联合摘得,总成交价约为63.7亿元。中山北社区地块被招商蛇口收入囊中,总成交价约62.5亿元。另外,16宗底价成交的地块,均是只有一名竞拍人参与竞标,因此,出让结果并无悬念。

国企积极性更高 华润、招商补充货值

从参与北京、上海土拍的企业看,“国家队”开发商不仅参与积极性较高,而且斩获量也是居前,托举住了土地市场。

据统计,数量上,参与北京本轮土拍的房企达到30家,央企、国企、区域城投类地产开发商是主力,万科、葛洲坝、首农发展等房企久违地再度现身京城市场。北京链家研究院统计,华润置地二批次参拍率超6成、报名9宗、斩获2宗;北京城建与首开均报名6宗,分别竞得2宗及1宗;中海报名5宗,落子2宗;中建系报名4宗、收获2宗,中建二局摇号竞得最大热门太阳宫地块。外地房企进京意愿较强,从南昌市政、厦门建发、越秀、卓越到厦门国贸均有参与。

北京链家研究院统计显示,民企方面,只有3家参与了北京土拍。龙湖仍以底价策略为主,布局低溢价地块,成为此次土拍中唯一有所斩获的民企;而久未拿地的润泽提前半月缴纳小瓦窑地块报名保证金,多次举牌,意愿强烈;懋源着力高端住宅品牌建设,除持续发力丰台丽泽辐射圈板块外,参与朝阳崔各庄及顺义薛大人庄地块。此前货值较为充足的旭辉、金地未参与本次土拍。

从最终结果来看,受摇号签约与企业开发策略等因素影响,央企国企依然是本轮北京土拍主角。除了以74.7亿元斩获丰台区亚林西地块外,华润置地还联合葛洲坝以44.16亿元拿下昌平区平西府地块,粗略计算,华润置地以96.78亿元的拿地金额暂居榜首。中建系除了拿到朝阳区太阳宫板块地块外,还以29.8亿元拍得朝阳区崔各庄乡奶西村地块,总拿地金额约96.61亿元,暂居第二;独自以54.7亿元斩获顺义新城地块、联合石泰以26.6亿元斩获石景山区衙门口地块的中海地产,拿地金额为68亿元。

上海的情况与北京基本类似。中指研究院土地事业部负责人张凯对中新经纬称,从拿地企业性质来看,央企、国企、民企、混合所有制企业以及地方国企均积极参与并有所斩获。

招商蛇口斩获两宗土地,成为此次上海土拍的最大赢家。除了徐汇区斜土街道地块是招商蛇口等三家企业联合拿地外,总价第二高的普陀区中山北社区地块,则由招商蛇口独自吞下,粗略计算,招商蛇口共计撒金超78亿元,位居榜首。

岳微认为,北京市场购房者以真实的居住与改善需求为绝对主体,主管部门的政策具有较强的稳定性与连续性,开发企业也更强调区域深耕与品牌效应,三方意愿共同推进下,相信北京新房市场能够保持稳健发展、健康发展的有利态势。张凯称,上海土拍整体开局良好,土拍首日的结果也基本符合预期,无论是补仓或控盘原有项目的企业,还是打算进入上海房地产市场的企业,都是因为对于上海疫情之后经济复苏前景的看好。

不过,分析人士也指出,民营房企在京沪土拍中的积极性依旧不高,除了受自身经营状况的的影响外,也表明它们对后续市场仍存观望情绪,后续仍需激发这类企业的拿地热情

The Great Fire started at the bakery of Thomas Farriner (or Farynor) on Pudding Lane, shortly after midnight on Sunday, 2 September, and spread rapidly west across the City of London. The use of the major firefighting technique of the time, the creation of firebreaks by means of demolition, was critically delayed owing to the indecisiveness of the Lord Mayor of London, Sir Thomas Bloodworth. By the time large-scale demolitions were ordered on Sunday night, the wind had already fanned the bakery fire into a firestorm which defeated such measures. The fire pushed north on Monday into the heart of the City. Order in the streets broke down as rumours arose of suspicious foreigners setting fires. The fears of the homeless focused on the French and Dutch, England's enemies in the ongoing Second Anglo-Dutch War; these substantial immigrant groups became victims of lynchings and street violence. On Tuesday, the fire spread over most of the City, destroying St. Paul's Cathedral and leaping the River Fleet to threaten Charles II's court at Whitehall, while coordinated firefighting efforts were simultaneously mobilising. The battle to quench the fire is considered to have been won by two factors: the strong east winds died down, and the Tower of London garrison used gunpowder to create effective firebreaks to halt further spread eastward.

The social and economic problems created by the disaster were overwhelming. Evacuation from London and resettlement elsewhere were strongly encouraged by Charles II, who feared a London rebellion amongst the dispossessed refugees. Despite numerous radical proposals, London was reconstructed on essentially the same street plan used before the fire.[5]
